Because most of the time they are in the privacy of their own home with only their child keeping them company and there were even a few times they were alone and they still act that way. Plus Nishikata's inner monologues makes it clear that it's not about not being affectionate in public, he outright feels embarassed of doing shit that even a middle schooler would find minor.
