She's an overly-independent workaholic who doesn't have strong outside-of-work platonic relationships, and has never dated anyone (or had feelings for anyone, as far as we know) due her his disinterest in the subject.
Her romance level is pretty much on par with a middle schooler who just found out what romantic feelings. In fact, the only reason she's progressed this fast is because of best boy's saint-level patience and her colleague.
But to be honest, her biggest issue is that she doesn't know how to rely on people. If she gets over that hump, it's relatively smooth sailing. It's frustrating, but compared to her in the first few chapters, she's is honestly progressing. It's just hella slow. Though I think him falling sick, and them spending a day and a half together taking care of each other did help progress their relationship more.

I will be honest, if someone acted the way that she does i would probably think that she's not that into me and I would become distant. It feels like the guy is the only one trying to make things work

Such manga make me complain that we almost do not get anime with adult characters, unlike many ecchi, where adult characters are just an excuse for lewd content.

I recently re-read the whole manga because of the new releases and I agree with most of the comments here: Megumi is acting like a middle schooler when she's a woman in her early thirties (she's 31 ffs).
I also agree that if it was the real life it would be annoying, and I'd probably break up with such a girlfriend who seems to be really passive in the whole relationship. Most guys would I think. She still acts as if she was forced into this whole relationship thing and never shows that she actually likes him.
With all this being said, I ended up coming to terms with the idea that this is what I'd get from a romcom. Even if it would be annoying in real life, and even if it badly affect the romantic aspect of the manga... this is fiction. And this is needed for the comedic aspect of the manga.

Exactly what @sakuchi said. She's confused, doesn't know what she's doing and doesn't know how to rely on other people. Dating was never part of the equation before (at least, not to her sober self). I think usually when you encounter this situation in manga, a character like this will usually compensate by trying too hard. So, it's strange to see a character who doesn't seem to try hard enough.
I've got to say, I can kind of relate to Megumi. I'm in my 30s and have never really had any kind of romantic relationship. I know that if I suddenly started dating someone, I would have no flippin' idea what to do.
