In a lot of countries including mine, cousin marriage isn't incest. It's permittable by law and tradition. Some people don't prefer it thinking of future generations and genetic abnormalities but from an ethical point of view it is completely fine.
Incest in a lot of places means sibling x sibling or parent x sibling or uncle/aunt x nephew/niece etc..
