I'm more surprised there's only 1 fort in the entire space between the border and the capital city. This is a country made up of vassal states (ie. an empire), right?

Please please please fucking tell me that the "big reveal" this is setting up is that "the fort is a trap" because its so obvious
Darm Commander is a weak link. If he'd OPENLY curse Shin to his face - someone who could incinerate his whole lineage with a thought and destroy his entire nation in a month, tops, that means he doesn't respect Shin as a leader, the leader of the strongest force humanity has to offer. The only force that can deal with the devils, when he knows FULL WELL his men can't do shit.
Shin's parents, after all, became world-renowned heroes for taking down a single devil when no one else could. Why would normal soldiers have evolved to world-hero levels as an army by now?

It wouldn't be strange if that commander awakened as a devil himself, alone or aided by one of the top devils of the empire. He seems to be stretched to the limit and is full of hatred, greed, stress, envy, and other splendidly demonic emotions. He also seems to be taking Shin and Cecily's titles granted by the pope almost like a personal insult.
I reckon one big mistake the human army is making is to think the devils are some unified force. It should be obvious that's not the case even without having seen the scenes among them that we have seen. People who became devils because of being oppressed by the nobles aren't the first ones to volunteer to serve under someone, quite the contrary. The devils ought to be naturally chaotic, so why would they sit waiting in a single fortress or look for a nice, big, organised battle?

The previous pope was acting strange, he was being manipulated by the demons.

@Rasz From the start he could do that, they considered, if I'm not wrong, but that will imply that the Empire territory would be Shin possession or Earlshide possession.
A huge territory unguarded, to avoid conflict with the neighbor nations, they decided to make a political reunion in order to share the territory, the empire was too destroyed after the demon rebellion and so it would be too expensive for the Earlshide Kingdom or Shin alone to take care of it.
Now that its all divided will be easy to peacefully rebuild and occupy the territory. It would be weird for the ultimate magicians to clean the entire demon threat and them just handover the territories, and there was a chance that the ultimate magicians could fail or someone end up dead, Sicily almost died once against the demons, and the other members had some difficulty to fight high tier demons on the previous Arc, because of that, was decided that each nation would sent an army to help on the occupation and demon extermination.
Its all on the previous chapters, its too much dialog and was a long time ago, its kinda difficult to remember everything, but those were the reasons for them not just fly there.

But yes the commander is plenty stupid and the problems they do have is problematic. This commander cant put his own pride and believes aside just because of the titles given by the pope.

I haven't read the novel so I can't be sure, but I think that what Shin fears it's not that this is a trap, but most likely that there are enough devils already that they can fill or separate themselves into many fortress to fight. This will imply that devils can multiply faster than what Shin hopes and thus extend the war for a lot of time. The allied kingdoms are trying to give a desicive hit and end most if not all of te devils, their leader (forgot the name, lol) included, so discovering there are a lot more of them is a worst case scenario for them.
