They're skipping more stuff from the novel. In the novel, he internally noted that he can't use any of his more powerful magic because there are too many people around. I don't know why the artist or whoever wants him to seem less capable than he is supposed to be or what. (It's still stupid that he can't use flying magic when this guy can, of course; and he obviously should have mentioned that he wasn't certain that he actually destroyed, there's no reason not to mention that)
