There is a subtle difference, though. Uncultured simply means lacking culture. Decultured implies that the person or people in question once were cultured but has somehow lost it.
Macross Frontier hints at humans and zentraedi (sp?) had a common ancestry, referred to as the Culture. Zentraedi remember this, but humans lost it.
