this doesnt fit... the empress is essecialy letting the chicken become the empress in waiting ....
also she is far to disappointed with her son to just leave everything be without a final punchline...
i would be guessing she is either planning to test rubinias words of loving the prince no matter the title or succession
or she already has a rough idea of what has happened with the end and the endless snow and wants to keep those two nearby as sacrifical pawns

can be both mainly depends on how chauvinistic the general society is... if a queen/empress as the lone rule is very rare or unorthodox referring to her by "his majesty the empress/queen" isnt uncommon
