It was explained it is because she doesn't know the transform spell very well and their power ends up being represented in their apearance, in the case as boobs. Same reason Lucoa-sama has such a body as she is very powerfull dragon being as powerfull as a God.
So in that regard the "uselss" meat is not that useless even if it does get in the way.
