@Lilliwyt Kagami's mother would appear to be using Indou to fulfill some obligation to the military, that her mother seems to have failed at. So I guess Kagami says she may be like her mother because she is using Indou as a connection to Indou's mother, someone she probably saw more as a mother then her own. So basically both using Indou for selfish reasons, least that would be my assumption from what I've read.
