Well I'm pretty sure her reasoning for putting the photo back and not asking about it is because of what the other girl said, that she thinks he's waiting for her to remember on her own. Finding the picture isn't "naturally awakening" her memories, obviously.
I kinda like this temporary resolution actually, she's grown as a character while we now have a loose end to look forward to getting solved eventually. But for now it's more romance/world building I guess.
@Sandpaper I think it's because of what her friend said about Kudou waiting for her to "regain her memories". If that's true, then he's in love with the old her, the one in his memories. But that's not her anymore. So I think she might be a little scared to ask him and a little annoyed that (from her perspective) he's looking at the old her and not her right now. Which is why she told him to look at her and why she was upset when he refused to try a new restaurant (him refusing to change and let go of the past) and when he said he feels nostalgia for her.
@horsewithnoname I'm rereading from Chapt 1. Lots of stuff I missed. Mix of old and new tech: She has a1970's flap digit clock by her bed.
Chapt 2 TV announcer: "Generic Terra is truly a romantic undertaking for all mankind". Generic Terra is clearly the Ramiel in the sky after rereading Ch2. The TV announcer actually says Generic Terra is romance for mankind. So "Kowloon Generic Romance" actually refers to the second earth they're making when readers are assuming the title refers to love between the two main characters?
Lots of foreshadowing of amnesia like people are speculating. "Righteousness emanating from this juicy, boiled gyoza dumpling" from him in Ch1 is the exact same thing she told him in the flashback when they first met. Constant fiddling with the glasses. Numerous mentions of "nostalgia".
