If you think about Skyrim, there are a lot more bandits than Stormcloak or Imperial forces, especially in the beginning of the game. Not sure about town guards. That's just how it goes.

you rarely see a faithful anime adaption since they give most anime 12 to 25 episodes at most and to cover this story in a relatively faithful manner you need 100 episodes
the only exception to this rules are shonen jump as they are the only company that secure at least 50 episodes for their successful series
