The old guy is an official from Ohts, a small kingdom where the Elroe dungeon entrance is. Kumo blew up one of their forts and they are kind of pissed about that. They think if she is to suddenly act nice and heal people she should do it in their country as a way to pay for damages. Not sure if Kumo blowing up their fort is in the manga or if it is just more content from the LN that was skipped. Kind of nice to know the context of why he is showing up all demanding stuff of her even though he is an idiot.
