@Kittxn69 Because of the fall of Lucifer. Lucifer staged a rebellion against the heavens, was defeated and cast into the deepest level of hell as punishment. Satan is more like a jail warden in that story, while Lucifer is the actual devil. One Piece also referenced this with Magelan being satan and that that swordguy Blackbeard wanted to recruit as Lucifer (he was even a former warden (read angel)).
