He really can't do anything but wing it since that was the only option shoved to his face.
The moment he became a hunter, reality hit harder than puberty for him. He's talentless and can't do anything. Tried too many different apprenticeship to see at least if he has some kind of talent to contribute but sadly... there was none and this crushed his self-esteem really hard.
Strange Grief/Grieving Souls basically placed him in the leader status 'cause why not. Cry went with it 'cause he doesn't have to go Dungeons/Vaults anymore and basically made the clan, First Steps (which is ironic because Cry really didn't had any "First Steps" in his career). But the world ain't really nice. Everyone's looking at the Clan Leader like some kind god-sent being leading the "good guys" to the "incidents" in the region.
All he wanted was a nice peaceful life away from anything since he believes that he's not up to any task whatsoever due to him being talentless nor having any noticeable features.

By the way. Liz is Level 6 and should be Level 7 with every right but a ton of her achievements gets attributed to Cry so she's still stuck at 6

Well, Cry base stat is obviously Weak and He mentally Weak and has low self-esteem, but he no Doubt has Both Talent(it just that most of his talent is hard to tell or dont show on surface) and has Insanity Both Bad&Good Luck(as the level like Cid/Shadow in Kage Jitsu...)
