Not sure it works like that here. She did lead with being a demon, and said that vampire is just something they get called. Could just be a separate species that doesn't continue by turning humans. Then again, could be like the ghouls in Tokyo Ghoul, which were like that but humans ended up being able to get turned by some means as well.
