Sealed metal cartridges (pretty much the modern bullet) were invented and available during the time of the Wild West Era. They became more common by the late part of the era, but it's very possible that a successful bounty hunter like Oakley could afford cutting edge technology.
 
What? No attention to Oakley getting soaked? Speaking of which, wouldn't that also be trouble for her gun?

Most modern pistols would have no problems firing after being dunk in water, it is not good for the weapon if it is not dried later, but besides that meh, you can even shoot underwater.
 
One thing I really like about this character is how, while his motivations aren't what he let's on, he actually is as skilled and strong as he is reputed to be. Usually a series like this would have everything about the character be fake, so it's cool to see that he really is a bear-taming, water-running badass, he just happens to have bad luck when it comes to women (Hell, he doesn't even really have that much bad luck, it's just his lack of experience making him overcomplicate things to the point he can't follow through and stick the landing on a hookup or starting a relationship).
