https://tvtropes.org/pmwiki/pmwiki.php/Main/ImprobableAimingSkills is a staple of many fiction with guns, even semi-realistic manga. It's not meant to be comedic but meant to show how 'ridiculously' skilled or 'ridiculously' cool the marksman (in this case sheriff evans) is.
In other words, I agree it's 'ridiculous', but it's not the comedic 'ridiculous' that whoamiagain means.

I once read about a female bandit in South Argentina, Elena Greenhill, who could literally shoot the guns out of people's hands, and was only taken down by an ambush of 20+ armed soldiers. So that shit, unlikely though it may seem at first glance, can actually happen.
-Evans tries to get a girl.
-Girl thinks he & Ted are fakes.
-Claims that "The real Evans is super strong." or something along those lines.
-Ted fucking annihilates Evans but he still lives.
-Girl says Evans is strong as a bear.
-Evans books it to the neatest forest while Ted investigates a ghost.
-Fake sheriff comes in to try and take the girl.
-Evans comes back with a fucking bear.
-The ghost was actually another theif.
-Bear steals Evans' girl.
What the hell was this episode?
Is Ted really that strong or is Evans just light as paper? We've been underestimating his true strength.
