Why did this show up as newly updated? The last upload was over a year ago??

If you go to options/settings and toggle "Show Unavailable Chapters", you'll see this new chapter.
It is still being manually verified since it is the user's first upload in that language (an anti-troll/spam measure).
Yes, it is a bit annoying to be notified of updates that can't even be read, but that's how the system currently works.

Based on the table of contents, it looks like the chapters are grouped in sets of 2, focusing on different individuals in most of the sets. Later on, several sets have the names 'Mei' and 'Aki', so maybe later on (chapter 7+), it will focus on a single couple for a while.
