Looking for Delinquent vs Student Council Powered Battle Manga - Banchou gets turned into girl and Student President had power to sentence rule breake

Like the title said, I'm looking for a really odd school battle manga I read a couple of years ago. MC goes to a school where the students have super powers. There is a battle between the Student council and the delinquent gangs. All of the super powers were as weird as hell, from the examples listed in the thread title, to a girl on the student council's side having the power to instant KO any dude (hence the Banchou turning himself into a girl), a girl on the delinquents side to create magical portals that she uses to jack off and instantly kos her enemies, to people from other dimensions that have UFO abilities.
