It's the main premise, and it's been stated upfront even from the very first chapter. It's like someone said, "I have a dog, please take care of it." then you belatedly replied after taking care of it for months, "It's not a cat! You betrayed my expectation, why it's not a cat?!", "I've said it's a dog from the very beginning, you know?"

Same, the manga is literally titled "Love is Still Too Early for Himeno-chan", and yet some people choose to continue reading it for a side character who her only trait is being a tomboy.
