@mochi, probably to minimize chatting, as at this age boys tend to socialize with boys more (the same with girls), so when they aren't grouped together, it leads to more quiet classroom. In my childhood in Russia "a boy beside a girl" was the rule in elementary school too. And it was the teacher who determined who sits where, so we had not even such freedom as it shown here.
