There are multiple typesetters and people don't want to step on each other's toes. When gapchoc typeset chapter 20, Fusang had the chapter 18 typeset in progress (going by their MD page).
This manga is translated on /a/ (currently up to chapter 44) so there isn't much organisation with typesetting which is why this happens.
