A sword in the gut is just as lethal as a bullet.

You can also cut the hands and arms too. Such cuts are incorporated into real martial arts.
On the other hand, you shoot the gun at with the intent to kill. Aiming at small targets like the hand or arms is risky.

Reiko can already destroy just about anyone they might encounter... and probably with too much collateral damage. So they needed an effective weapon to fill in the gaps where she can't use her magic.
As for being a threat, she looks like a little girl, so they need something that can look threatening when brandished. For the gun, you have to fire it every time to present it as a threat.
