Let's sum it up. While founding group went magical girl hunting, the black thingie found girl with fascination of magical girls and forced her to clash with magical girls. While he farced the encounters, he did not pressed it beyond the breaking pont and in fact always stayed on Utena's side with all her desicions. While at it he gradually increased the pressure on local magical girls, making them stronger and stronger. All while admitting it to be part of a paln to off-screen entity.
Then when founding members came back, blackie warned his evil forces to transform beforehand and stayed on Utena's side despite her refusing the notion of world domination itself.

Up until this chapter Utena was giving me Megamind vibes. She wants to fight but not win and needs an enemy that she can't defeat or at leats that doesn't give up (as we saw with Azul mindbreak in ch 10). But now it's different because she has a purpose and an enemy she can (and actually wants to) break without worries.
