@KZO : Well, in that 'fight' she was fighting with her normal arsenals until Baiser gave her the shock treatment.
And before it goes any further Utena gave her the gay with the hug/'you're cute' moment, so she no longer has any desire to fight at that point.

As for why she doesn't use this all the time....some possibilities:
1. too much skin exposure for her liking
2. she likes guns and explosions
3. it's like a berserker mode and she doesn't like the feeling of not having control of herself

Given that she only use this after making sure she's away from others, 2 is probably unlikely.
