Manga page cleaning program?

Not sure if this is the right place to ask, but does any scan group use automated programs to clean manga pages? (Aka not using photo editing software)

I can't imagine (relatively-inexpensive) automated programs do a very good job (compared to dedicated _slaves volunteers), else there wouldn't be constant recruitment for Cleaners.
