manga with recluse male mage and younger female elf

I thought I had it bookmarked...
It starts with a mage coming to buy an elf that is for sale for a large amount.
The mage is promoted to demon lord (or demon king) within the first few chapters. I think there are 12 other demon lords/council.
The mage is trying to figure how to get the elf's collar off. The elf has power that she is not familiar with.
