I thought the same.
Page 25 looked a bit strange with ellipses leading to a chuckle. A conceding/relief sigh would also fit the page's context and a cynical character archetype. But the chuckles in the story so far gives off the impression of him being more of a cynical oddity and it works. I can't tell whether it's correct or a TL mistake.
I'll still assume they're chuckles given the way it's written.
