As you can see Twilight is still very much a child 10 years ago both mentally and physically despite being in his 50s already. You can say he's being treated like Poseidon meaning he's being treated like child since he looked like one at the time. He also didn't have his 10 elders at the time. He didn't make the 10 elders until he grew into an adult. That was one of the first things, the movie chapter said he did once he grew up. That and Suya's kidnapping. At the time of the kidnapping, he has only been king for 6 years meaning that he grew up pretty recently. Suya has already spent 4 years at the castle by the time the time-travel plot took place.
