There's a part of me that thinks Ryuugamine is coming up with "nefarious plans" to trick her Persona into allowing her to have pleasure in doing nice things.
A side benefit is trolling Tsubasa... who can't believe she's doing nice things and searches for the "nefarious plan"... and ends up getting herself in trouble.
And then there were the hero's "supporters" who may be agent provocateurs acting on behalf of the authorities to see if she has learned any restraint or common sense; of course, they could just be egging her on for the fun of seeing her get in trouble.
I can't remember if it was this chapter or the prior one, but this would also work in regard to the two girls clearly enjoying the affection of the kittens yet saying that they looked forward to their becoming corpses; the need to deceive the Persona as to why they are being nice to the kittens.
The Persona is an overlay... it's a set of abilities combined with compulsions, but it isn't intelligent. It can be deceived, if you think things through in advance and determine how to slant things when unveiling them to the Persona such that there is justification for what you really want to do that falls in line with what the Persona thinks you should be doing.
