@Solaz he was probably expecting them to riot because they taste like relatively 'garbage'. pg 22 he's baffled when Aku said they were 'delicious' when he assumes they're not (as all emergency rations prioritize nutrition and filling factor over taste)
pg 23 he was wondering if they will still work for him if he lets them eat those unappetizing crackers
pg 24 he fled to the capital for actual food as well as supplies because he mistook the villager's shivering for fury at having been fed 'crap'

All I said was I didn't want him to act so high and mighty for doing what's essentially the isekai version of community service.

@Aretheus i mean idk if what he’ll be doing is simply community service considering his pretty much building a city and one can not solve poverty considering some people who are in poverty would be fine with just hand me downs for the rest of their lifes, those that migrate in his city wants out of their situation those that stays in the slums well that’s their choice.
