Not annoyed so much as she's beginning to see the signs of contradictions in the ideology. She's a little daft, but she's definitely calling out the lies of the Empire more and more and is questioning her superiors a bit. She thinks the Envoy is a good boy and it implies that she thinks what she's doing is moral, but is not so tainted by ideology that she herself can't be convinced out of it. I definitely foresee her switching sides at some point which would lead to some interesting conflicts between her and Emilia.
