It's the big boss man of the Bloodline Shrine (The dean if I'm not mistaken)

Qin Chen met him when he went to awaken his bloodline, and it turned out to be the Dean's own bloodline awakening machine, which was very advanced and only people who knew what they're doing could use it to awaken a bloodline (The Dean himself didn't fully know how to use it himself.) Qin Chen did however know, and the Dean respected him immensely as a result.

@Kyrieo Its the owner of the blood shrine place people went to go awaken their abilities. Qin Chen or Simon from back then took his two childhood friends there and broke them through again in the special machine.

@jesotku I get that when I read at the end of the chapter. I'm just expressing on my previous comment how unhelpful the translator note is. they could tell the readers about the scene/panel happens at Bloodline shrine or something. smh.
