Nah man, it's called a temporary strategic retreat. Since he is of the highest nobility, royalty, picking a fiancee is actually a huge event for the entire nation, which would have ended up sharing the spotlight with the already upcoming national event, so for timing, he delays the official offer, and just gauges her reaction to the potential, which honestly, looked at least like there was a good chance that she would have accepted.
