It's not "the director" but "Director" with capital d because it works like a name (?) and Momo has also been referred like "Director" a few times on the last chapters.

I took that "this" as a hesitation word just like "uhm", "eh", "ah" and not as it were "this director" and that's why it's just "Director is missing".
The word used in that bubble was それが which means:
1. that; it
2. well yes, actually, now that you mention it; well, in fact
And the word "this" was actually used in the chinese raws :)

"this" and "that" are not used as hesitation words in English, so using "this" would not make sense. Maybe "The thing is..." might fit better? (means basically the same things as your 2nd definition for それが)

what I know is that "th-this..." is used very often in manhuas and it's not used as a determiner in most cases.
