I'm confused.

In the previous chapter, when elf chick's ship went and blasted itself into the military super big ship, the military captain chick was annoyed and said to make sure to send them the bill.
Now the same military captain chick is like oh actually no don't send them the bill, who did this, oh it's some military pig dude. Shouldn't she correct the situation (return the monies) and apologize ASAP to the mercenary who got royally shafted? Or maybe I misunderstood and the bill was always going to stay that ridiculous amount, but the mercenary was supposed to have a 20 year period to pay back or something? In any case, the mercenary guild is already aware of the ridiculous payment and period to do so, so...

Also, is that a flag at the end and is military captain chick going to end up boned by MC? (No need to answer this lol)

@Kireato When the military lady said "not to charge" in this chapter, she most likely meant "charge with a crime", not with money.

In the novel, it is explained that these cases are normally handled by sending them the bill with a relatively long deadline (like 1 year or so) so that they can realistically pay the bill instead of simply drown them in debt and, in case that they do not pay, they are not branded as criminals (if I remember correctly). It was an accident after all.

Military chick wanted to send the repair bill to elf chick and not tack on any fines/reparation fees. Pig guy stepped in and did charge her an exorbitant fine/reparation fee on top of the repair bill, along with a very short window to pay it (in an attempt to make mercenaries wary of helping military chick as mentioned). Unfortunately pig guy didn't do anything outwardly illegal, a fine for colliding with another vehicle or reparations for not being able to use said vehicle until repairs are finished is pretty normal. The only questionable thing was the cost/time limit so military chick as to investigate and prove a misuse of funds/power to deal with it.
