I also don't think that that is the artist, as most people report the girl in the image as a relatively unknown gravure model with the same name.

The real Norio-sensei seems keen on keeping herself private, however, as the most we have seen of her on twitter are her arms, her hands, and her cat.

Also, Sakurai Norio seems to be a pen name. While her Japanese wikipedia entry lists her as female, that may also be up for debate.
