@Xamdiz I wouldn't be surprised if it was. The mangaka (Satoshi Mizukami) is a Gainax fan in general and you can see this in a lot of his works. Hoshi no Samidare throws in a ton of FLCL references, the currently airing Planet With has plenty of nods to stuff like Gunbuster, Evangelion etc too, so it wouldn't be a surprise at all if this here is intentional. I'm not sure when this one-shot was originally published, I just know that the anthology is from 2012. Might have been written a year or two after TTGL though.
