I shouldn't be surprised, but OF COURSE "Master" could just give out the "forbidden seal" without an exam. Since it's established that Hunters abuse the system to go hunt wherever (often illegally), why don't they just slap some forbidden seals to their buddies so they can hunt freely?

EDIT: Ok, so he can just "pass the right" to someone else. That's still cheap, if you ask me.
