Only the rare and above had a chance of forming a connection, but I think there was something like them needing a matching wavelength as well.

We haven't yet been introduced to enough monsters in either the manga or novel translations to have a good database to make guesses from, but it still shouldn't be possible for every single monster rare and above to be able to do it, but it's not like a lot of qualifying monsters might be sentient enough to explain they're qualified but not actually ended up as tamed.
