I get it, Miku is useless because she is young, sheltered, and dumb.

Kyoko is useless because she is a simpleton whose character trait is being a bad judge of people, so she is quick to favor men that will fuck her (in more ways than one) while ignoring those that will help her.

But why the hell is the female officer also useless?

That's 3 women in one chapter that are nothing but incompetent!
