It makes no sense either in the context of that conversation or just in general in regards to what the guy was saying for him to have actually said Shirley is "waiting for" an unusual ability. The only way it works is if he actually said that she must have one. I'm confident this must be a translation error.

If author's intent is for Kyle and Shirley get together, he's taking his time with that plot point. Reading the WN raws, most of the story is parent-child fluff + Shirley being a total daughter-con. (The remainder being various parties from Shirley's past trying to harm her/her daughters over their own paranoid/delusional motives.)
