@Siikalahna Aside from that their are in our world and that in most civilized non US Countries killing someone usually doesn't fly unless (or even) if there is a clear threat to your life, that would also give the Government a just cause. Right now they have nothing and even produced evidence of their behaviour.
She could try to doctor some crimes (risky thanks to the recorded dialogue) or just try with force but as our Elf said she controls the mana on the Island so they have home advantage

In real life, the government would never even bother with this, they'd just come up with some excuse, move the military in, and seize the land. Quarantine, public safety, eminent domain, they have more than enough legal mechanisms.

This is Japan, though. They have notoriously weak eminent domain powers, so I suspect the government have very slim legal chance of claiming the island outright.

I'm not sure if this guy is stupid or just naive. Even if he has proof of be threatened for the island that woman is from the government so it won't amount to anything. If they want something and your being non-compliant they just have to kill you and take it or arrest you under some pretense then confiscate your possessions.

@Akabane : except Japan is not a totalitarian crap hole with full control over social media. They have laws, citizens have rights, and public outrage is a thing they need to worry about.

Plus if she was offering her own funds, and not the governments then they are not interested enough in the island. If they were is would be a military officer there explaining why he needs to sell, rent out, or at least lease control the dungeon entrance. (Isn't the island big enough that they could put on a moderate base and he still be left alone)

Unless it was done off panel, this "government offical" never flashed a government identification. Then, add on the fact that she is paying with, "her own funds." and the very obvious threats.

All of that leads me to believe she isn't with the government. Or, at the very least, isn't part of the government they are willing to acknowledge.
She, now this may just be shit word bubbling, knows magic as well(?) and refers to Elise more like an object than a person.

Probably some shady-ass company looking to horde magic to control the world or some illuminati-esk bullshit.
