so based on what he said it looks like CATT is getting drunk on power and losing sight of its original goal. they are shifting from "lets use our power to make peace between humans and demons" to "lets lord over the demons with our power."
and that isn't good i even suspect they are still waiting for a chance to take out lorem.
lorem would be their biggest obstacle in lording over the demons. as even without her demonification she is still unbelivably powerful. if she were to join a rebellion against CATT it would not end well for them.
my guess is if lorem gets taken out then they will shift full force into a dictatorship.
