Greed needs to appoint a viceroy. There's no need for him to personally manage the kingdom. He's not even qualified for it. It would also be meaningless for the viceroy to try to plot against him in any meaningful manner, seeing how Greed is practically untouchable. Aside from losing Eliana, Greed doesn't need to fear much. But Eliana getting harmed a possibility always, no matter what Greed would be doing. It's not like human kingdoms would have any value for him, anyway.
