Different symbols for the same sounds/meanings. You could have different writing scripts for different cultures/tribes even if the use the same spoken language, even more so if a certain culture/tribe is under threat from other cultures/tribes and needs to obfuscate their written communications. It's more or less a basic from of encryption.
