"I couldn't care less" means "there will be no amount of 'care' to be smaller than the amount I'm giving right right now", which emphasizes the amount of 'care' you're giving is the lowest possible, which is 0. It doesn't mean you give a tiny bit a 'care', it just means you don't care.

@Yautja Trust me when I say it is not just limited to American's, though I believe the phrases got messed up around the turn of the millennium when kids started using them incorrectly. It just spread naturally from there. As a result, alot of people that learn to speak English as a second language get many things wrong that usually a native speaker could correct them on.
