Considering the characters go down on each other numerous times, I'd say it qualifies as smut.
This has to be the oddest sex-com I had have ever read, it keeps pulling the same 2-3 tricks every single time, and not only does it re-use the same plot-lines, it even restarts any form of progress by farting out new main couples. By chapter 20 it has already become boring as fuck, I can't see a reason to keep reading.
Also: Those bras are the flimsiest I had have ever seen. Every single heroine has misfitted cup size, right there...

It's the case of a lot of mangas, it's centered around fetishes and can't get pass through it, whenever is its author uncapable or is just to satisfy its audience and nothing more. It's a glorified twitter manga.
