Animal ears and tail ain’t furry. When they have animal snouts and more fur than human skin patches, or animal pads instead of human fingers, it’s pushing far away from kemonomimi and into furry territory.

Saki clearly had an animal nose, and fur covering her entire body.

I can't really consider only ears and a tail a furry fetish. You can get that far easily with props, like the Playboy bunny girls. I can't speak for furries (I have learned that much over the years), but I find it hard to believe they would be satisfied with only that much. It's more or less a human still. In fact in some titles the characters would have two pairs of ears: human ears and animal ears, making it look even more like nothing but external decoration (not personally a fan of that). I don't know if you can have anything official in matters like this, but on imageboard or doujin sites, just ears, a tail, or eyes don't yet get the furry tag.
