The cape gets in the way and can be grabbed to throw or choke you with, the glasses can shatter into your eyes if punched, the shirt ripping is just a more baddass way of taking it off so you dont get blood on it/ lazy way of not needing to draw clothing being destroyed more and more thru-out the battle(just have your mc's muscles flex it out of existence instead!).

Edit: also, removing the glasses is a pyschological barrier being removed since you dont have to worry about having to pay for a replacment and thus can go full out.

Shirts can be grabbed onto too; judo for one has moves that take advantage of the opponent wearing a top

As for capes, I don't think they really get in the way much more than shirts do. You take them off because you don't want them to get dirty.
You'd also want to take your shirt off too for the same reason (fight goes onto the ground, your shirt/cape gets dirty).

Well yeah, those character are using the glasses as a limiter of some sort just like the other examples here. Like their vision is so good it would be distracting in everyday life because of the excess of visual information they get compared to normal, or they can't see supernatural critters with them on so it gives them some respite from seeing walking horror shows all day but if they need to exorcise something they need to see it so off go the glasses.
